Conference on 31.10.2025: Evaluation of the German Federal Constitutional Court's Decision on the Tübingen Packaging Tax
The conference titled "Evaluation of the German Federal Constitutional Court's Decision on the Tübingen Packaging Tax", organized by our Faculty of Law, took place on Friday, October 31, 2025, in Conference Hall of the School of Foreign Languages.
The opening speech for the event was delivered by our Faculty of Law Vice Dean, Assoc. Prof. Dr. Esra Yiğit, who emphasized the broad scope of the Tübingen Packaging Tax Decision, which concerns many areas of law. She stated that the conference offered an opportunity to examine the multifaceted aspects of the decision before deferring the floor to the presenters.
Within the scope of the conference, Res. Asst. Mustafa Uçar, with his presentation titled "Evaluation of the Decision from the Perspective of Environmental Law", addressed the Polluter Pays Principle—one of the fundamental principles of international environmental law that assigns pollution costs to the polluter and aims to prevent pollution—and its reflections on the decision.
Assist. Prof. Dr. Ömer E. Egeliği, in his presentation titled "Evaluation of the Decision from the Perspective of Constitutional Law", examined the decision in light of the principles of legitimacy and especially proportionality, and evaluated the legal framework.
Dr. Adil Selim Sayın, in his presentation titled "Evaluation of the Decision from the Perspective of Tax Law", analyzed the relationship between local tax authority in the federal system and the federal tax system, evaluating the possibility for local administrations to implement steering taxes (Social/Steering Purpose Taxes) from the viewpoint of Tax Theory.
At the end of the conference, thank-you certificates were presented to the speakers for their valuable contributions by our Vice Dean, Assoc. Prof. Dr. Esra Yiğit.
