Event: Assessment of the Federal Constitutional Court's Decision on 'Police Fees for High-Risk Sports Competitions' from a Human Rights Perspective

The event organised by our Faculty of Law entitled "Assessment of the Federal Constitutional Court's Decision on 'Police Fees for High-Risk Sports Competitions' from a Human Rights Perspective" took place on Wednesday, 19 February 2025 at the Conference Hall of the Foreign Languages Department (YDYO).

The opening speech of the event was delivered by our Dean, Prof. Dr. Hamide Özden Özkaya-Ferendeci, who emphasized that this conference was not only about assessing a court decision but also about addressing a legal issue that affects various segments of society.  She stated that the decision, which requires organizing sports clubs to pay a specific fee for police security services at high-risk sporting events, is of great significance for the fair distribution of public security expenditures.  Furthermore, she pointed out that the Federal Constitutional Court issues decisions that may have new implications for jurisprudence, particularly regarding the relationship between administrative authorities and private companies.  Following her speech, she handed the floor over to the speakers.  

The conference was moderated by Prof. Dr. Ali Kemal Yıldız.

As part of the conference, Assoc. Prof. Dr. Tolga Candan addressed the relationship between sports events and violence in his presentation titled "The Urban and Social Costs of Sports Competitions in Terms of Security Measures". Assoc. Prof. Dr. Joachim Kretschmer analysed the legal framework in Germany in his presentation "The Federal Constitutional Court's Decision on Police Costs for Football Matches - or: Who pays for the police?". Dr Ömer E. Egeliği discussed the possible implications of the decision for Turkey in his presentation "The Turkish Version of the Federal Constitutional Court's Decision: A Procedural Simulation before the Turkish Constitutional Court".

At the end of the conference, the moderator and the speakers were presented with certificates of appreciation by our Dean, Prof. Dr. Hamide Özden Özkaya-Ferendeci, and Assoc. Prof. Dr Anıl Köroğlu, in recognition of their valuable contributions.
